Transference

"Once down the dark path, forever will it dominate your destiny."

- Master Yoda to Luke Skywalker.

Transference isn't like it sounds at first.  You cannot transfer your force powers into another, this is expressly forbidden.  What transference does mean, however, is the ability to transfer your characters skills to another sect of Force Users.  The transferences are: Light to Dark, Light to Sith, Sith to Light, Dark to Light, and Dark to Sith.

Light to Dark, Light to Sith

For a Jedi, the path of the Dark Side is a very much easier road.  Much of the transference is rather simple for those who fall to the Dark Side.  As a result, the Light Jedi turning to the Dark or Sith sects will suffer no penalty of powers except that of his LIGHT SIDE force powers.

Dark to Light

The path of the Jedi Order is a hard one to bare at times.  It means controlling yourself more than any Dark Jedi may previously have known.  Thus the Dark Jedi turning to the Light will suffer great penalties for their change of heart.  Degrades will occur.

Dark to Sith

The road of the Dark Side and the Sith Order are intertwined very closely.  Therefore a Dark Jedi turning to the ways of the Sith will not suffer any penalties or degrades.  However to fully be indoctrinated into the Sith Order, from whatever level they currently are, they must committ and act of evil to qualify for the meter position that their equivalent Sith ranking will require.
